FINANCING & REIMBURSEMENT STRATEGIES

TAC assists public and private purchasers in designing and implementing reimbursement mechanisms that provide incentives for conversion of traditional housing and service models to evidence-based and best practices and the attainment of positive outcomes for priority populations.

Types of assistance TAC offers include:

  • Designing effective prudent purchasing and performance contracting systems for purchasers geared toward quality, cost efficiency and best practice among service providers.
  • Assisting with the design and implementation of best practice housing and service models that facilitate movement of people from more costly inpatient and residential treatment settings into permanent supportive housing designed to increase community-based tenure.
  • Identifying opportunities for redirection of funds from deep end placements or services to more cost-efficient community-based approaches.
  • Helping states and counties to develop appropriate statutory, regulatory, and financing approaches that redirect resources away from underperforming services to those known to produce positive outcomes.
  • Designing strategies to blend or braid dollars across multiple funding streams to minimize fragmentation and maximize efficiency.
  • Designing innovative financing models such as system-wide purchasing collaboratives in which public payers collaborate in specifying and purchasing best practice behavioral health services in a consistent and seamless manner for defined priority service populations.
