Progress toward preventing and ending homelessness is achieved through a community's strategic use of resources, system-wide adoption of Housing First strategies, and successful implementation of a robust Coordinated Entry System. TAC works with Continuums of Care (CoCs) to strengthen their procedures and maximize resources by leveraging mainstream service and housing programs — improvements that expand opportunities for CoCs to end homelessness in their communities.

There is increasing awareness that different approaches work better for different subpopulations; TAC's consultants include experts on addressing chronic, youth, family, and Veteran homelessness.

TAC's customized technical assistance includes:

• Helping to design, finance, and implement comprehensive sustainable strategies to expand permanent supportive housing, rapid re-housing, and homelessness prevention programs, including with systems mapping.
• Providing expert guidance on the role of prevention and diversion.
• Reviewing CoC funding applications and educating applicants about reallocation and scoring procedures.
• Strengthening governance and structures, including policies and procedures development.
• Facilitating partnerships between providers, government agencies, and other stakeholders to leverage mainstream affordable housing and service resources to address homelessness.
• Improving coordinated entry systems and maximizing the use of master lists.
• Planning and implementing landlord engagement strategies.
• Providing expert consultation and research on best practice strategies for specific subpopulations.
• Conducting system gaps analyses.
• Helping Continuums of Care and providers understand and respond to critical federal policy and funding changes.
• Developing and delivering training, including web-based distance learning, tailored to the unique needs of state and local systems and the priority homeless populations they serve.
• Establishing performance goals and measurement systems.
