Rosie D. vs. Patrick

TAC has assisted with the implementation of the State of Massachusetts' remedial plan under Rosie D. vs. Patrick, a landmark class action Medicaid Early and Periodic Screening Diagnosis and Treatment (EPSDT) lawsuit which led to the expansion of behavioral health services to support children and their families. This comprehensive plan focused on developing new Medicaid reimbursable behavioral health services for children with serious emotional disturbance. TAC's specific areas of focus included facilitating the negotiation process between the state and the plaintiffs in the case and providing expert technical assistance to the federally appointed court monitor. TAC also worked with the state's managed care organizations and the Massachusetts Behavioral Health Partnership to design implementation strategies for credentialing, utilization and quality management, and network development, and assisted the state to add these services to its Medicaid state plan.
