The Office of Mental Health and Substance Abuse Services (OMHSAS) of the Pennsylvania Department of Public Welfare (DPW) engaged TAC to assist in the development and implementation of its 'Recovery-Oriented Housing Work Plan.' TAC designed an innovative program for counties to leverage Medicaid Health Choices funds earned through the DPW Medicaid managed care program to create permanent supportive housing for people with mental illness, many of whom are either homeless or at risk of homelessness. Twenty-two counties in Pennsylvania are now investing over $105 million to leverage the creation of an estimated 3,000 units of permanent supportive housing targeted specifically to people with mental illness.
