NORTH CAROLINA SUPPORTIVE HOUSING STRATEGIC PLANNING, PROVIDER CAPACITY ASSESSMENT, & TRAINING
From 2016 to 2017, TAC assisted the North Carolina Housing Finance Agency and the North Carolina Department of Health and Human Services (DHHS) with development of a statewide strategic supportive housing plan for people with serious mental illness and other disabilities, related to implementation of the state’s Olmstead settlement agreement. This engagement included remote and on-site facilitation of state agencies, regional managed care entities, and stakeholders in order to ensure appropriate linkages to supportive housing resources, primarily for individuals coming from Adult Care Homes. These connections also supported effective use of the state’s Medicaid and state-funded services in order to sustain successful tenancy in the community for the settlement population.
TAC is now assisting DHHS with implementing several key strategies recommended in the plan, including work with DHHS and regional managed care entities to assess and build provider capacity through training and technical assistance on effective delivery of evidence-based tenancy support services under a new state service definition.
