With funding from the Chicago Community Trust, TAC assisted the Statewide Housing Coordinator for Long Term Care Reform, within the Illinois Governor's Office, the Illinois Housing Development Agency, and key state agencies to design cross-agency strategies to finance, develop, and access community services for up to 4,000 new units of permanent supportive housing for people with disabilities who are institutionalized or at risk of institutionalization.

This consultation included an analysis and recommendations for improvements to the Illinois Housing Referral Network, a statewide referral system for supportive housing set-aside units financed with federal Low Income Housing Tax Credits from the Illinois Housing Development Authority. The set-aside units are developed using an innovative financing approach to ensure affordability for the State's three Olmstead Settlement Agreements and Money Follows the Person (MFP) populations.
