AFFORDABLE HOUSING

The shortage of affordable rental housing in the United States is a major barrier to community integration for people with disabilities. Furthermore, with incomes that average only 20 percent of area median income, many people with significant disabilities are homeless or at risk of becoming so. 

In response to the enormous and growing demand for rental housing and permanent supportive housing to meet the needs of extremely low-income people — including those with disabilities — TAC works with states and communities to develop policies and financing approaches that can increase the supply.

TAC's customized technical assistance includes:

• Providing expert consultation on federal affordable housing programs, policies, and regulations, including fair housing policies.
• Increasing the availability of permanent supportive housing and deeply subsidized housing.
• Leveraging sustainable financing through effective use of federal resources such as the Low Income Housing Tax Credit, HOME, Community Development Block Grant, Section 8 Housing Choice Voucher, and Section 811 programs.
• Building capacity by synchronizing housing and service delivery and improving outreach and referral systems.
• Utilizing Medicaid waivers to strengthen access to tenancy-supporting services.
• Facilitating collaboration and consensus-building across disciplines and agencies.
• Making effective use of targeted homeless assistance resources from HUD's Continuum of Care and Emergency Solutions Grant (ESG) programs.
• Implementing best practice models such as bridge rental subsidies, homelessness prevention and rapid re-housing programs, and evidence-based permanent supportive housing approaches.
• Performance monitoring and evaluation.
