Updated 1915(c) Quality Assurance Expectations Released

The Centers for Medicare & Medicaid Services recently released modifications to the quality assurance systems for 1915(c) Home and Community Based Services (HCBS) waivers. These modifications clarify expectations on reporting that should be provided by states to meet waiver assurances, but do not change statutory requirements. The modifications aim to improve the oversight of the health and welfare of beneficiaries, and improve the success of HCBS programs.

Some of the key systems modifications include:

  • Emphasizing outcome monitoring of health and welfare;
  • Issue remediation does not need to be reported except in substantiated instances of abuse, neglect or exploitation, although it must still be addressed; and
  • If measure compliance falls below 85%, quality improvement projects/remediation will be required.
