The Section 811 Supportive Housing for Persons with Disabilities Program is a federal program that assists the lowest income people with the most significant and long-term disabilities to live independently in the community by providing affordable housing linked with voluntary services and supports. Congress passed major reforms to the Section 811 program in 2010 including the new Project Rental Assistance (PRA) option, which facilitates the creation of cost-effective and integrated supportive housing units in multifamily affordable housing properties without using Section 811 Capital Advance funding.  

In 2012, the U.S. Department of Housing and Urban Development (HUD) issued its first Section 811 PRA Notice of Funding Availability (NOFA).  According to HUD, the next Section 811 NOFA is expected to be issued shortly and will combine FY13 and FY14 appropriations for new funding for the Section 811 PRA option. States interested in responding to this NOFA may want to review HUD's FY12 Section 811 PRA Demonstration NOFA. Prior to HUD's release of the FY 13/FY 14 combined NOFA, states can also begin working on the development of the statutorily required PRA Inter-Agency Partnership Agreement.
