Report Addresses Assessment of Family Caregiver Needs in HCBS Waiver Programs

The AARP Public Policy Institute recently released a research report addressing assessment methods used for family caregivers of persons in Medicaid Home and Community Based Services (HCBS) programs. The report "Listening to Family Caregivers: The Need to Include Caregiver Assessment in Medicaid Home and Community-Based Service Waiver Programs" details findings from a 50-state survey which examined how states assess the needs of family caregivers and how they use the information.

This report comes after the federal Commission on Long-Term Care called for assessment of family caregivers' needs to be included in the care plans of service recipients. The report highlights eight policy recommendations including: utilizing family caregiver assessments in all Medicaid HCBS waiver programs; including caregiver needs in the service plans of care recipients; increasing funding for the National Caregiver Family Support Program; and guidelines on what information to collect and how to utilize the information.
