HUD Updates Notice on Special Purpose Vouchers

The U.S. Department of Housing and Urban Development (HUD) published today PIH Notice 2013-19: Revised Policies and procedures for Special Purpose Housing Choice Vouchers for Non-Elderly Disabled Families and Other Special Populations. This notice updates PIH Notice 2011-32, the purpose of which was to establish policies and procedures for issuing, tracking and monitoring Housing Choice Vouchers (HCV) that were awarded under a Notice of Funding Availability (NOFA) to provide rental assistance specifically for non-elderly disabled (NED) families. TAC's online database tracks NED vouchers in each community.  

This notice updates the original notice to:

  • Provide that sanctions may be applied if a PHA does not achieve the required leasing rate.
  • Add a new section to address the issue of "aging out" of NED eligibility. This clarifies that those households that receive a NED voucher when they meet the definition of "non elderly" (under age 62) will still be considered (and tracked) as NED vouchers even when the qualifying household member ages to over 62.
  • Add a new section to address Five-Year Mainstream vouchers (MS5). These Mainstream vouchers were originally funded through the Section 811 program and must continue to be issued to families continue where the head, spouse or co-head is a person with disabilities. Please note that the qualifying family member does not have to be non-elderly as well. TAC's online database also tracks MS5 vouchers.
