HUD Releases FY12 Continuum of Care (CoC) Program NOFA

The U.S. Department of Housing and Urban Development (HUD) today released its Fiscal Year (FY) 2012 Notice of Funding Availability (NOFA) for the Continuum of Care (CoC) Program Competition. This CoC Program Competition represents the first year that HUD will be implementing changes called for by the HEARTH Act which created the CoC Program.

The CoC Program is designed to promote a community wide commitment to ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly re-house homeless individuals and families while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among individuals and families experiencing homelessness.

Through this NOFA, $1.61 billion in funding is being made available. HUD may add to this amount any available funds that have been carried over or recaptured from previous fiscal years. The CoC Program application is due, through e-snaps, on January 18, 2013.  HUD intends to announce conditional funding for Tier 1 renewal projects within 45 days of the application deadline.
