TAC Senior Associate Emily Cooper Presents at NAHRO Conference

On Thursday, October 24, TAC Senior Housing Associate Emily Cooper presented at The National Association of Housing and Redevelopment Officials (NAHRO) 2013 National Conference at a session titled "Power of Collaboration: How The U.S. Department of Housing and Urban Development (HUD) and Centers for Medicare and Medicaid Services (CMS) Work Together to Support Rental Assistant for Non-Elderly Disabled Residents (NEDs)."

In 2010, HUD and the U.S. Department of Health and Human Services (HHS) announced collaboration between the two agencies to provide housing support for non-elderly persons with disabilities to live independently in their communities. HUD offered $40 million to Public Housing Agencies (PHAs) across the country to fund approximately 5,300 Housing Choice Vouchers (HCVs). Up to 1,000 of the HCVs were targeted to non-elderly persons with disabilities (NEDs) living in institutions. The session explored lessons learned from this collaborative effort including the role and responsibilities of PHAs in serving low income people with disabilities and how collaborative relationships with service agencies can assist PHAs, as well as solutions to challenges facing non-elderly disabled residents as they transition from institutional settings to their own communities.
