CMS/SAMHSA Release Informational Bulletin on Youth with Substance Use Disorders

The U.S. Centers for Medicare and Medicaid Services (CMS) and the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) have released an informational bulletin addressing coverage of behavioral health services for youth with substance use disorders. The bulletin aims to provide states with information that will support the design of a benefit for this population and comply with Early and Periodic Screening, Diagnostic and Treatment (EPSDT) requirements. The guidance also discusses the various Medicaid authorities under which services and supports for this population can be covered, including 1905(a) and (b), EPSDT, 1915(c) and (i), health homes, and 1115 waiver authority.
