On May 7, 2013, the U.S. Center for Medicare and Medicaid Services (CMS) and the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) jointly issued an informational bulletin, "Coverage of Behavioral Health Services for Children, Youth and Young Adults with Significant Mental Health Conditions". This bulletin outlines the benefits of community-based services for children, youth and young adults with mental health needs including reduced costs to states, improved clinical outcomes, and increased stability for children and their families.  This publication gives a description of best practices for providing services to this population and examples of different models of care states have implemented.  Also reviewed are federal pathways available to states to remodel their Medicaid system to provide home and community-based services, such as Medicaid waivers and new state options available through the Affordable Care Act.
