CMS Releases New Technical Assistance Tool for MLTSS
The Centers for Medicare and Medicaid Services (CMS) recently released a new technical assistance tool entitled, "Application of Existing External Quality Review Protocols to Managed Long Term Services and Supports" for states to use when assessing Managed Long Term Services and Supports (MLTSS). The tool aims to assist states in applying the 2012 revised protocols for External Quality Review (EQR) of Medicaid managed care organizations.
MLTSS is a capitated Medicaid managed care program which delivers long term services and supports and is increasingly used by states to expand home-and community-based services, promoting community inclusion, ensuring quality and increasing efficiency. Under the Balanced Budget Act of 1997, state Medicaid agencies contracted with MCOs must develop a state quality assessment and improvement strategy consistent with U.S. Department of Health and Human Services standards.
The new technical assistance tool is an addition to an existing compilation of resources aimed at assisting states and other stakeholders in improving availability and quality of MLTSS.
