CMS Releases Medicaid Reports for LTSS and HCBS

The Centers for Medicare and Medicaid Services (CMS) recently released two reports highlighting data on Medicaid funded Long Term Services and Supports (LTSS) Programs. The reports detail expenditures and consumer profiles for various Medicaid LTSS programs, including Home and Community Based Services (HCBS) Waivers and Money Follows the Person (MFP) Demonstration.

The first report, the 2013 updated Medicaid Expenditure Report for Long Term Services and Supports, summaries federal fiscal year (FFY) 2011 expenditures for LTSS and identifies national trends in spending. This annual report lists federal fiscal year (FFY) 2011 Medicaid expenditures at $136.2 billion, a 0.8% increase from FFY 2010. For the first year, this report includes expenditure data for MFP demonstrations, along with other Medicaid LTSS programs including personal care services, Section 1915(c) waiver services, rehabilitative services, and institutional services.

The second report, Medicaid 1915(c) Waiver Data Based on the CMS 372 Report 2009-2010, summarizes state data by target population collected from the CMS 372, an annual report required of each state with a 1915(c) waiver.  This report found that over 1.3 million people received HCBS through Section 1915(c) waivers, 55% of which targeted older adults and/or people with disabilities. This is a 3% increase in participation from 2009.
