CMS Releases Final Rule on Navigators in Health Insurance Marketplaces
On July 12, 2013, the Centers for Medicare & Medicaid Services (CMS) finalized a rule outlining the role Navigators will play in providing consumers with unbiased information regarding health insurance options available under the Affordable Care Act (ACA). Navigators are experts in Federally-facilitated and State Partnership Marketplaces, as well as qualified health plans, Medicaid, and the Children's Health Insurance Program (CHIP). Navigators will be available nationwide when open enrollment in the Marketplaces begins October 1, 2013, to ensure customers understand their coverage choices and how to apply for insurance in the Marketplace.
Grants for Navigators will be announced on August 15 in states with Federally-facilitated and State Partnership Marketplaces. Consumers will also have access to a call center that offers eligibility, enrollment and referral services. The rule also includes standards for serving people with limited English proficiency and people with disabilities.
