CMS Displays BHP Proposed Payment Notice

On January 28th, the Centers for Medicare and Medicaid Services (CMS) put a payment notice on display at the Federal Register detailing the proposed funding methodology for the Basic Health Program (BHP).  The BHP is an optional program created by the Affordable Care Act (ACA) which will give states the ability to provide health coverage to individuals with incomes up to 200% of the federal poverty level. If states choose to elect this option, enrollees will receive coverage through the BHP rather than receiving advance premium tax credits from the marketplace.  States will have the option of implementing this program beginning in 2015.

The BHP proposed payment notice builds off of the BHP proposed rule (CMS-2380-P) by providing specific details on the proposed methodology or data sources to be used to determine the federal BHP payments. The proposed payment notice will be available for public comment for 30 days.
