On January 14, 2013, the Center for Medicare and Medicaid (CMS) released a Notice of Proposed Rulemaking (NPRM) titled "Medicaid Eligibility Expansion Under the Affordable Care Act of 2010, Part 2" (CMS-2334-P). Key proposed features of this rule include:
- Medicaid Essential Health Benefits to include the new, low-income adult population that becomes eligible for Medicaid in 2014; and
- Proposed new eligibility groups for Medicaid, including children aging out of foster care, family planning coverage, and coverage for women and children who are legal residents.
The NPRM will be formally published on January 22, 2013. The unpublished rule is available at the Federal Register. Public comments are due by February 13, 2013.
