HUD Releases New CoC Program Resources

The U.S. Department of Housing and Urban Development (HUD) has released three new Continuum of Care (CoC) technical assistance resources on its Homelessness Resource Exchange (HRE):

Establishing & Operating a Continuum of Care provides an overview of how to establish and operate a Continuum of Care (CoC), focusing on CoC governance and responsibilities. At its simplest, a CoC is established by representatives of relevant organizations within a geographic area to carry out the responsibilities set forth in the CoC Program interim rule.

CoC Governance Crosswalk of Changes: Continuum of Care (CoC) Program, Supportive Housing Program (SHP), & Shelter Plus Care (S+C) Program Regulations is a quick reference guide to citations for the new CoC Program interim rule related to the CoC, its responsibilities, the CoC board, and the CoC Program grant application and preparation. The crosswalk also provides citations for relevant sections of prior grant regulations for SHP and S+C to facilitate identifying and comparing regulatory changes that will affect the CoC and may have a direct impact on CoC governance.

Safe Haven Fact Sheet highlights the parts of the CoC Program interim rule most relevant to safe haven projects. The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009 amended the McKinney-Vento Homeless Assistance Act. Among other changes, the HEARTH Act repealed the 'Safe Havens for Homeless Individuals Demonstration Program.' This means that HUD will not fund any new safe haven projects under the CoC Program. However, HUD will continue to renew funding for an existing safe haven project as long as they meet certain requirements highlighted in the fact sheet.
