CMS Issues Guidance on new MLTSS Essential Elements
On May 21, 2013, the U.S. Center for Medicare and Medicaid Services (CMS) issued an information bulletin on new guidelines for Managed Long Term Services and Supports (MLTSS) programs. These essential elements were developed based on a review of existing MLTSS that have shown success in providing home and community based services and in cost control. The elements are outlined in two coinciding documents:
- Summary of Managed Long Term Services and Supports Programs Essential Element - Provides an overview of the ten essential elements identified by CMS
- Guidance to States using 1115 demonstrations or 1915(b) waivers for Managed Long Term Services and Supports Programs - Provides a detailed description of each element and expectations for implementing
CMS will begin evaluating program design for 1115 demonstrations and 1915(b) waiver programs based on the elements outlined in these two documents. CMS has also made available resources that were used to develop the new standards for MLTSS, available in the CMS Information Bulletin.
